Studies in French and History, Magdalen College, Oxford; studies at Ecole Nationale d'Administration, Paris. 1979, with Department of Trade and Industry, UK, including: Private Secretary to Permanent Secretary; 1985-88, dealt with multilateral trade policy. 1988-92, First Secretary, External Relations, UK Permanent Representation to EC; dealt with GATT negotiations; 1993, responsible for trade policy, WTO negotiations and EC-Asia Pacific relations; Director, Directorate-General for Trade; Deputy Head of Cabinet to EC Vice-President; 2004-10, overall responsibility for day-to-day running of work of Directorate-General in its three main areas of public health, food safety and consumer protection.
