Biography

Perfecto “Boyet” Caparas serves as the Associate Director of Graduate Programs (August 14, 2015-present). He previously worked as Graduate Studies and International Affairs Program Manager (January 1, 2014-August 13, 2015) and as Graduate Studies Program Manager (June 1, 2012-December 31, 2014). Before that, he served as program manager of the Program in International Human Rights Law from July 2008-May 2012 and as a staff member from October 2006-June 2008.

In 2008, he conceptualized, originated and established the Pro Bono United Nations Human Rights Reporting Initiative, an experiential human rights, legal and pedagogical initiative to help train J.D. and international LL.M. students to become international human rights lawyers. He conceptualized and initiated the law school’s first UN Human Rights Council universal periodic review report and several other UN human rights treaty body reports. He personally trained, directed and supervised students in doing hands-on and actual international human rights law research, analysis, writing, networking, lobbying and/or advocacy involving human rights reports submitted to the UN about Cape Verde, Philippines, Australia, Chad, USA, Panama, Zambia, and Egypt. He officially represented IU McKinney at the UN particularly in sessions of the UN Human Rights Committee by orally intervening during its closed-door session and giving private briefings to independent experts (New York and Geneva) and of the UN Committee on the Elimination of Racial Discrimination (Geneva). Beginning in 2007, he officially represented IU McKinney in working with the UN Economic and Social Council-Committee on NGOs and, in 2011, finally secured an ECOSOC special consultative status for PIHRL-IU McKinney. Indiana University Robert H. McKinney School of Law (IU McKinney) is located on the campus of Indiana University – Purdue University Indianapolis (IUPUI) in Indianapolis, Indiana. The law school is one of two law schools operated by Indiana University, the other being the Indiana University Maurer School of Law (IU Maurer) in Bloomington. Although both law schools are part of Indiana University, each law school is wholly independent of the other. With an enrollment of approximately 1,000 students, IU McKinney is the largest law school in the state of Indiana. In the summer of 2001, the school moved to its award-winning new building, Lawrence W. Inlow Hall.[1] Of the 195 American Bar Association (ABA)-accredited law schools evaluated for its 2013 edition (released March 13, 2012), U.S. News & World Report ranked the school 89th overall, ninth in legal writing, and eleventh in healthcare law.[2][3][4] In 2010, based on the number of graduates selected for inclusion in Super Lawyers magazine, that publication ranked the school 44th out of 180 law schools considered.[5] Formerly known as the Indiana University School of Law – Indianapolis, the school's name was changed in December 2011 in recognition of a $24 million gift from Robert H. McKinney, who previously served as chairman and CEO of First Indiana Corporation and is among the founders of Bose McKinney & Evans LLP, one of the largest law firms in Indianapolis.[
