Biography

Jackson retired in 2011 as administrator of the Office of Personnel Management and cabinet secretary of Human Resources and Administration after 41 years of distinguished public service to the State of Oklahoma. A 1973 OU graduate in business education, he served as the university’s manager of em­ployment ervices before joining the Office of Personnel Management. Jackson later rose through the ranks of the Department of Hu­man Services, where he was

responsible for all human resource functions of Oklahoma’s larg­est state agency. He was named administrator of the Office of Personnel Management and cabinet secretary by Governor David Walters in 1991 and was subsequently reappointed by governors Frank Keating, Brad Henry and Mary Fallin.

Jackson has a long list of state and national professional awards. He served as president of the National Association of State Personnel Executives and the International Public Man­agement Association for Human Resources. He is a trustee for the Okla homaCity Com­munity Foundation and president of the Okla­homa City/Norman chapter of the OU Black Alumni Society and Friends and a member of the OU National Black Alumni Society Ex­ecutive Board.
