Biography

Dr Martyn Taylor is a Partner in the Sydney office. He heads the telecommunications group and co-heads the rail group in the Asia-Pacific. He is described as “smart, efficient, friendly”.

Martyn’s practice covers transactional, contentious and advisory matters. He is both a corporate and commercial lawyer and a well-known TMT, infrastructure, energy, competition and regulatory specialist.

Chambers Asia-Pacific identifies Martyn as a leading individual. He is endorsed by both IFLR 1000 and Asia-Pacific Legal 500. His recent accolades include:

As well as holding a PhD in competition and commercial law, Martyn is a qualified economist and he holds a masters’ degree in corporate finance (M&A, infrastructure, project finance, private equity). He has published extensively, now over 100 publications, including the award-nominated book International Competition Law. He is a board member of CAMLA and is on the ILS Executive Board of the Law Council of Australia.

Telecommunications, media & technology (TMT)

Martyn has a detailed understanding of TMT throughout the Asia-Pacific and Middle East. He has over 20 years’ expertise in all aspects of telecoms and media. He has acted in many of the region’s largest matters, including M&A/JVs, infrastructure rollouts, litigation/arbitrations, satellite & tower deals, market entry, and spectrum auctions.

* Major cable projects – Acting in the USD 300 million Australia-Singapore Cable Project
* Major telecoms litigation - Injunction of a 4G spectrum auction in Bahrain

Competition, antitrust & regulatory

Martyn is one of Australia’s leading competition and regulatory experts. He has acted in many high profile merger clearances, access disputes, and regulatory investigations. He has particular expertise in infrastructure and utilities. He has drafted competition laws and regulatory regimes. He has a deep understanding of regulatory pricing models.

Infrastructure & transport

Martyn has acted in many multi-billion dollar infrastructure projects. He has been seconded to corporate roles and is experienced in commercial negotiations, privatisations, contracting, disputes and regulatory. His experience includes acting in Australia’s largest private equity deal, largest public offering, and largest infrastructure rollout.

* World’s largest coal rail network - QCA review of Aurizon’s USD 5 billion rail access undertaking
* Australia’s largest rail expansion – Acting for QCA in reviewing the Wiggins Island Rail Project
* Regulated pricing – Acting for QCA in a review of the WACC for many $ billions of infrastructure
* Port infrastructure - Advising on privatisations and regulation, including Australia’s largest ports
* Major airports - Advising on regulation and access for both domestic and international airports
* Road projects - Advising on pricing and regulatory models for road infrastructure
* Inter-modal infrastructure: Advising on integrated grain infrastructure supply arrangements

Energy & resources

Martyn has substantial expertise in electricity, oil & gas. He started his career in-house working on power project developments and electricity market reform. He subsequently acted in oil & gas JVs and LNG projects. He has acted for all types of market participants, including generators, oil & gas JVs, pipeline operators, distributors and retailers.

* Australia’s largest gas pipeline: Advising on the regulation of a multi-billion dollar gas pipeline
* Multi-billion dollar M&A/JVs: Acting on the buy-side for the current NSW electricity privatisations

* Gas sector regulation: Acting in the application of regulation to a major gas supply arrangement
* Mining laws: Acting for the United Nations Development Programme in a review of mining laws in Fiji
* Water regulation: Acting in regulatory investigations relating to water utilities and resolving pricing
* Public Private Partnerships: Acting on the Asian Development Bank panel for PPP projects
