Biography

Mac Campbell is the former deputy staff director and general counsel of the Senate Finance Committee (SFC). In this senior legal and policy role for the Senate Committee with jurisdiction over taxation; international trade; health care; and programs under the Social Security Act, Mac was central to the planning and negotiations of all the activities of the Committee, including hearings, mark ups, investigations, and floor consideration of bills and resolutions within the Committee’s jurisdiction. Mac was also the lead Committee officer tasked with matters related to jurisdiction, rules, personnel, and ethics, and supported the staff director in managing a 55-person majority-party staff. During his time on the Committee, Mac helped organize efforts to reform the Internal Revenue Code, implement the Affordable Care Act (ACA), and advance the debate on Trade Promotion Authority.

Prior to his time on the SFC, Mac served as the chief legislative affairs officer for the United States Trade Representative’s office, which is a cabinet level agency. As the Assistant U.S.T.R. for Congressional Affairs, he led bipartisan and bicameral efforts to pass legislation providing for permanent normal trade relations (PNTR) with the Russian Federation and Moldova and the Sergei Magnistsky Rule of Law Accountability Act. Mac also worked with Congress to extend the third country fabric program of the African Growth and Opportunity Act (AGOA) and to pass improvements to the Central American-Dominican Republic-United States Free Trade Agreement (CAFTA-DR). While the Assistant U.S.T.R., Mac also worked with Congress to provide, in very difficult fiscal times, budget authority for a new interagency trade enforcement center.

Mac served for several years as legislative director for Senator Maria Cantwell (D-WA). In that capacity, Mac was the senior manager in charge of the Senator’s legislative staff and oversaw her legislative agenda, policy development, negotiations, hearings, and relationships. Senator Cantwell is a senior member of the SFC, Senate Commerce Committee, Senate Indian Affairs Committee, and Senate Energy & Natural Resources Committee, and she serves as the chairman of the Senate Small Business & Entrepreneurship Committee. During his time with Senator Cantwell, Mac was heavily involved with the Senate’s consideration of the ACA, the Wall Street Reform and Consumer Protection Act (Dodd-Frank), the FAA Modernization and Reform Act of 2012, as well as the passage of free-trade agreements with Panama, Korea, and Columbia.

Mac began his career on Capitol Hill with Senator Blanche Lincoln of his home state of Arkansas. Mac served as the Senator’s tax counsel and legislative assistant for many years and was deeply engaged in the negotiations of the American Jobs Creation Act of 2004 (FSC/ETI Repeal), the Working Families Tax Relief Act (the Child Tax Credit Act of 2004), the Jobs and Growth Tax Relief Reconciliation Act of 2003, and the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA). Mac also played a role in the consideration of the Sarbanes-Oxley Act of 2002, the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005, and the Financial Services Modernization Act of 1999 (Gramm-Leach-Bliley).

Mac is a native of Harrison, Arkansas, and holds an LL.M. in taxation from Georgetown University Law Center, a J.D. from the University of Arkansas School of Law, and a B.S.A. in Agricultural Economics from the University of Arkansas.
