Illinois State Representative – 3rd District
Luis Arroyo was born in Corozal, Puerto Rico; relocated to New York and then to Chicago in 1967. He was the owner of Arroyo’s Restaurant on Fullerton Avenue for six years.
Luis is married to Maribel Arroyo and they have three children and four grandchildren.
Luis first job with the State was with the Illinois Toll Way as a “Toll Collector.” He then went to work with the Chicago Department of Water Management – first as a “Brick Layer,” then as a “Foreman,” and finally as a “Project Administrator.” He retired after 28 years of service and he is still an active member of the International Union of Bricklayers and Allied Craftsmen.
In 2006, Luis was appointed to the General Assembly and he has been re-elected twice since then.
Luis quickly rose through the ranks and became the first Latino to become the chairman of two important committees simultaneously; Chairman of Infrastructure and Chairman of Mass Transit.
While Chairman of Mass Transit, Luis supported and co-sponsored HB656 which put diversity language into the House Bill. Today, he continues to be successful in putting diversity language in the majority of my House Bills to address many of the issues confronting us every day.
With the change in the language of HB 656, a dooms day scenario was averted that could have disrupted transit services throughout the City of Chicago.
Currently, Luis is the Chairman of Appropriations – Public Safety which has a budget of $1.6 billion and oversees 25 State Agencies. Some of these very important committees that make a great impact on our day-to-day lives are:

Luis’ goal is to provide the residents of the 3rd District with highest quality of services. It is his objective to bring resources that will help local schools provide a better educational environment for students of all ages. He is also lobbying to bring funds for violence prevention to educate our youth through anti- violence programs.
As a longtime resident of Chicago, Luis is working hard with local city departments to make changes in our aging infrastructures that include lighting, streets construction, water and sewers. Recently, he brought 4.5 million dollars for the renovation of the Metra Healy Train Station on Fullerton Avenue and Pulaski Road.
Today, Luis continues to work hard to address the crisis of foreclosures in our community. He is working with community groups, organizations, banks, and city agencies to educate people on foreclosure prevention to help them stay in their homes.
In 2011, Luis was proud to have been selected by The American Council of Engineering Companies of Illinois (ACEC-IL) as the recipient of the ACEC-IL 2011 President’s Legislative Man of the Year Award.
