Linda J. Shorey is a partner in the Harrisburg office. Her primary practice areas are betting and gaming law (with a focus on Internet gaming) and appellate, constitutional, and election law. She does regulatory work and litigation in these areas.

Related to betting and gaming law, Ms. Shorey is a general member of the International Masters of Gaming Law. She advises betting and gaming operators, suppliers, payment processors, advertisers, and others on issues concerning US federal and state law related to gaming, with a focus on Internet gaming and related activities. The issues include those, among others, concerning potential liability under federal and state criminal laws with respect to proposed gaming activities and proposed acquisitions, requirements of state licensure laws, and compliance with UIGEA, She also advises commercial and charitable organization in connection with sweepstakes and small games of chance law. Ms. Shorey speaks and is published nationally and internationally on gaming topics and issues, including the US federal and state regulatory climate. With her K&L Gates colleagues, Ms. Shorey writes alerts and reports on betting and gaming topics available on the K&L Gates website.

Related to appellate, constitutional law, and election law, Ms. Shorey represents clients in connection with cases before the U.S. Supreme Court, the Third Circuit Court of Appeals, and federal district courts, as well as the Pennsylvania Supreme and Commonwealth Courts. The issues involve, among others, PA Constitution's bill of rights and requirements for enactment of legislation, compliance of Congressional redistricting plans with the U.S. and PA Constitutions, nomination and initiative petition challenges, protection of speech or debate and legislative privilege, and constitutional propriety of line item vetoes. Ms. Shorey has extensive experience with Commonwealth Court's original jurisdiction and the Pennsylvania Supreme Court's extraordinary/King's Bench jurisdiction. She has drafted petitions for allowance of appeal for the Pennsylvania Supreme Court and petitions for certiorari for the U.S. Supreme Court, as well as amicus briefs for both courts.
