Experience

Lance is a criminal and regulatory lawyer based in New York and is head of our International Governance and Development practices. Lance represents the private, public and not-for-profit sectors on all manner of governance issues, including addressing challenges relating to bribery, corruption, fraud and economic sanctions regimes. He does this through the design and implementation of governance models, education and training, and investigations when necessary.

Recent examples include:

* developing a governance model for a multinational mining company to reduce the risk of bribery and corruption
* representing a middle eastern energy company to develop governance model to reduce the risk of international sanctions violations
* representing a Fortune 100 Company in its internal investigation into cross-border Foreign Corrupt Practices Act issues and concurrent investigations by the U.S. Department of Justice and U.S. Securities and Exchange Commission
* designing a unified governance model and compliance system for an oil and gas company in Nigeria
* representing an Asian NGO in connection with an investigation by USAID and related governance issues
* conducting an in-depth review, analysis, and report on the governance model of a UK-based NGO operating in sub-Saharan Africa
* advising a foundation on the development of a sustainability bond to finance affordable housing in India

Lance also regularly handles white collar criminal, government regulatory and complex civil litigation matters on behalf of clients in many sectors, and their corporate executives. He has extensive experience in criminal law, securities matters, and class action defense.

He has a distinguished record of pro bono service, including 12 years of service on the Criminal Justice Act panel in the Southern District of New York to represent indigent federal criminal defendants and work to make changes in criminal law that benefit all criminal defendants. He served as lead counsel in the precedent-setting case of United States v. Fernandez, where the U.S. Court of Appeals for the Second Circuit expanded a sentencing court’s ability to consider a defendant’s cooperation efforts, even if those efforts are not credited by the prosecution.

Lance convenes the annual seminar Advancing Good Governance in International Development Seminar in Oxford, along with representatives from Camfed International, the Oxford Department of International Development and the Skoll Centre for Social Entrepreneurship at Oxford University’s Saïd Business School. The seminar brings together thought leaders from the academic, donor, NGO, government and private sector to address governance challenges confronting the international development sector.

Lance is fluent in English and Italian.
