Biography

Julie Tritt Schell is the State E-rate Coordinator for the Pennsylvania Department of Education, a role she's held since the program's inception. In this capacity, she has helped to bring more than $1 billion of E-rate funding commitments to more 1500 schools and libraries in Pennsylvania. In addition, she is Co-Chair of the State E-rate Coordinators' Alliance (SECA), the organization representing E-rate Coordinators from 46 states and 2 U.S. territories.

Previously, Ms. Tritt Schell served as the Director of the Pennsylvania Office of Educational Technology, where she was responsible for all K-12 and higher education technology policy and funding initiatives, including Link-to-Learn, Students Achieving Standards, Technology Leadership Academies for School Administrators, Enhancing Education Through Technology, eTechPlanner, and Improving Technology at Colleges and Universities. In addition, she negotiated and developed education training partnerships with 3-Com, Cisco and Oracle, and coordinated the state telecommunications contract on behalf of school and library users. She served on the Governor's Rural Telecommunications Task Force.

Ms. Schell began her career in public policy as a member of the government relations staff and as network operations director of the Pennsylvania School Boards Association. She formed EdLiNC-PA, an education consortium which lobbied the PA Public Utilities Commission concerning technology and telecommunications policies affecting public education.
