Biography

Graham's practice focuses on infrastructure, commercial and procurement transactions, with a particular emphasis on the development and implementation of public-private partnership (P3) and other forms of construction projects. He has acted on a broad range of projects in sectors such as health care, justice facilities, transit and transportation, water and wastewater, solid waste disposal, nuclear energy, recreational and sporting facilities, social housing, urban redevelopment and information technology systems.

Graham has represented all of the principal parties to such transactions, including public authorities, sponsors, equity investors, lenders and key subcontractors in the implementation of large-scale public infrastructure projects, both nationally and internationally. He also provides strategic and legal advice in areas such as project structuring, risk management, procurement, project finance, and litigation avoidance strategies.

Before rejoining Blakes in 2010, Graham was head of the project legal and procurement groups at Infrastructure Ontario, with responsibility for P3 projects and corporate procurements.
