Biography

Dena Feldman is an associate in the firm’s Washington, DC office where she practices in the areas of health care, federal-state programs, and public policy and government affairs. Ms. Feldman advises clients on the federal rules and policies governing Medicare and Medicaid, including the new mandates of the Affordable Care Act. She has particular expertise regarding Medicare and Medicaid reimbursement for behavioral health services, including rules governing Medicare conditions of participation, institutions for mental diseases (IMDs), and treatment of forensic patients.

Ms. Feldman also advises clients on health privacy issues arising under the Health Insurance Portability and Accountability Act of 1996 (“HIPAA”), the Health Information Technology for Clinical and Economic Health (“HITECH”) Act, and state medical privacy laws.

Pro Bono

* Assist a local non-profit organization in its efforts to ensure that the regional affiliate of a national insurance company fulfills its charitable health care obligation to citizens of the National Capital area.
* Represented a non-profit neighborhood services organization in appeal of a disallowance of federal grant money before the U.S. Department of Health and Human Services Departmental Appeals Board.
* Advised non-profit advocacy organizations on legislative strategy.
