Biography

David F. Pearce, Jr. joined American Continental Group in 2013. Mr. Pearce was formerly Vice President and Counsel of The Real Estate Roundtable, a Washington, DC-based national public policy organization representing all sectors of the commercial and multifamily real estate industry. He specializes in tax and finance issues. Mr. Pearce has over 15 years of experience working on legislative issues before the Congress. He has been at the forefront of many successful industry campaigns to develop and enact important commercial real estate tax policies. Prior to joining the Real Estate Roundtable in 2008, Mr. Pearce was Vice President of the Tax and Trade practice group at DCI Group for three years where he was responsible for the creation and development of DCI’s financial services practice. Further, Mr. Pearce was the lead executive for multiple strategy teams for Fortune 500 clients. Before joining DCI, he was Executive Director of Federal Government Relations at Morgan Stanley for almost a decade, where he maintained responsibility for all tax, savings, pension, and trade-related issues in the department. Prior to joining Morgan Stanley, Mr. Pearce was Legislative Counsel specializing in tax and trade issues for Congressman Amo Houghton (R-NY), a senior member of the House Committee on Ways & Means. In that capacity, he worked on major legislation including the Taxpayer Relief Act of 1997 and the Internal Revenue Service Restructuring and Reform Act of 1997. Before joining Congressman Houghton’s staff, he served as Legislative Counsel for Congressman Michael N. Castle (R-DE) advising the Congressman regarding legal issues, impacts on constituent interests, and the overall implications of bills affecting tax, environment, transportation and infrastructure, Social Security, agriculture, judiciary, energy, securities, banking and housing issues. Mr. Pearce received a B.S. in Biology from St. Lawrence University in Canton, NY, and a J.D. from Syracuse University College of Law in 1994. He was accepted to the New York Bar in 1995. Mr. Pearce currently resides in McLean, VA, with his wife, Heather, and their sons, Wyatt and Sawyer.
