Biography

Daniel J. Burke is a Democratic member of the Illinois House of Representatives.
Representative Daniel J. Burke was born in Chicago, Illinois. He was educated in the Catholic school system and attended Loyola University and DePaul University. Burke was first elected in 1990 and is now serving his tenth term in the General Assembly.

From 1979 to February 2004, Burke served as the Deputy City Clerk of Chicago. As a life-long resident of Chicago, Burke has taken an active role in city issues. His legislative agenda includes mandatory training for 911 emergency operators and expanding Chicago firefighters' and police pension benefits. Early in his tenure, Burke introduced groundbreaking legislation permitting the use of acupuncture and also the licensure of Naprapathy. Illinois is currently the only state in the nation licensing Naprapathy.

Concerned about the exploding cost of college tuition, Burke drafted and passed legislation creating the state's pre-paid college education fund "College Illinois." The popular program allows families to lock in today's tuition rates by paying for college on a set payment plan. He was also the original sponsor of "Bright Start," a program that makes it easier for families to save for future college costs.

Burke also continues to lead the charge against predatory lending abuses across the state. Working with citizen action groups, he helped develop and pass a law that will help citizens keep their homes in cases of unfair mortgage loans. He introduced legislation to expand eligibility for the Homestead Exemption Act and protect homeowners from predatory lenders.

In addition, Burke's commitment to public safety led to the first legislation in the state to permit Automatic External Defibrillators by trained operators. Thanks to Burke's efforts, there are now over 3500 people at O'Hare and Midway trained to operate this critical life-saving equipment, ensuring the safety of travelers at our airports. Since 1999, 62.5% of the treatable victims have survived cardiac arrest, an amazing statistic considering that the U.S. average survival rate for these cases is less than 10%.

In August of 2004, Burke passed the Colleen O'Sullivan law requiring physical fitness facilities to have at least one properly maintained Automatic External Defibrillator (AED) and a trained AED operator on its premises. This law was created in memory of Colleen O'Sullivan, a former attorney for the Illinois House of Representatives who died of heart complications after exercising at a health club facility.

Recently, Burke passed legislation requiring all dormitories of post-secondary education institutions to maintain fire sprinkler systems.

Burke's district includes all or portions of the Chicago neighborhoods of Archer Heights, Chicago Lawn, Gage Park, Garfield Ridge, South Lawndale, West Elsdon and Westlawn and a portion of the city of Berwyn.

The Illinois House of Representatives is the lower house of the Illinois General Assembly, the state legislature of the U.S. state of Illinois. The body was created by the first Illinois Constitution adopted in 1818. The House consists of 118 representatives elected from individual legislative districts for two-year terms with no limits; redistricted every 10 years, based on the 2010 U.S. census each representative represents approximately 108,734 people. The state legislature has the power to make laws and impeach judges. Lawmakers must be at least 21 years of age and a resident of the district in which they serve for at least two years.
