PROPARCO is a governmental agency conducting investment activities related to banking and financial markets, infrastructure and mining, corporate and private equity. In terms of private equity investments, they invest between 2 and 100 million Euros. They also provide medium- and long-term loans for business creation, expansion, restructuring and privatization, as well as loan guarantees in local currency.PROPARCO finances private projects in developing, emerging and transition countries. They aim to foster growth and sustainable development, towards the wider objective of achieving the United Nations' Millennium Development Goals. They fund projects which are economically viable, socially equitable and environmentally sustainable. In the Middle East North Africa region, PROPARCO has financed projects in Algeria, Morocco, Egypt, Turkey and Lebanon in sectors such as microfinance, education, tourism, telecommunications and IT services. They generally avoid funding short-term projects or investing in the real estate sector. They favor profitable projects with clear exit opportunities, project leaders with substantial experience in the sector under consideration, and projects drawing on the internationally recognized expertise of a partner firm. The project's promoters must provide significant capital.PROPARCO acquires minority interests and their targeted exit horizon is four to eight years. Their exit strategies include resale to other shareholders, to a secondary investor or in the market. Project impact and profitability are evaluated using GPR-Geschäftspolitishes Projectrating. This systematic measurement tool was developed by DEG-Deutsche Entwicklungsgesellschaft, a subsidiary of KfW which is Germany's development bank.
