Biography

Delegate Todd Gilbert represents the 15th district in the Virginia House of Delegates; it includes all of Page and Shenandoah Counties and portions of Warren and Rockingham Counties. He was first elected to the House in 2005.In 2010, Delegate Gilbert was appointed to be Deputy Majority Leader of the House of Delegates. Delegate Gilbert is a member of the Courts of Justice Committee, the Militia Police and Public Safety Committee, and serves as the Chairman of the House General Laws Committee. He also serves on the Virginia State Crime Commission, which helps to study and direct polices on public safety throughout Virginia. He also serves on the Board of Directors of the Virginia YMCA.Delegate Gilbert has received numerous awards and distinctions during his tenure in the House of Delegates including the Virginia YMCA’s “Service to Youth Award” for his annual work with their Model General Assembly in Richmond. In 2013, he was named the Family Foundation’s “Legislator of the Year” for his work in promoting family values and religious freedom in Virginia. The Virginia Association of Commonwealth’s Attorneys also awarded Gilbert their inaugural “Champion of Justice Award” for his extensive work in public safety policy. Both the Virginia Association of Chiefs of Police and the Virginia State Police Association have honored Gilbert with their “Legislator of the Year” Award. The American Conservative Union also named him a “Defender of Liberty” for his 100% conservative voting record during the legislative session. Finally, in 2012, Gilbert was named a “Champion of Free Enterprise” by the Virginia Chamber of Commerce for his 100% pro-business voting record during the 2012 General Assembly session. In 2013, he was awarded the Chamber’s “Advocate in Legal Reform Award” for his work to help end frivolous lawsuits.Prior to his election to the House of Delegates, Delegate Gilbert began his career as a full-time prosecutor. His first job was with the Office of the Commonwealth’s Attorney for the City of Lynchburg, where he was a member of the Violent Crime Prosecution Team. In 1999, he was fortunate to be able to return home and work in the Office of the Commonwealth’s Attorney for Shenandoah County for six years where he was lead prosecutor in a number of major cases. After his election to the House, Gilbert worked for several years as a prosecutor in both the Warren County and Frederick County Commonwealth’s Attorneys Offices. He has taught the art of trial advocacy to fellow prosecutors at the Commonwealth’s Attorneys’ annual trial advocacy school. Taking advantage of his experience in Virginia’s criminal justice system, Gilbert’s primary legislative focus is public safety.Gilbert is a 1989 graduate of Central High School of Woodstock, where he served as student body president and played three varsity sports. He attended the University of Virginia, where he earned a bachelor’s degree in Government in 1993. While at UVA, he was a legislative intern in the Capitol Hill office of then U.S. Representative George Allen. Upon graduation, he attended the Southern Methodist University School of Law, where he earned his law degree in 1996 and also led the student body as president of the Student Bar Association. While at SMU Law, Gilbert won the school’s annual mock trial competition and participated on the school’s competitive mock trial team.When not in Richmond for the legislative session, Delegate Gilbert now works in a private law practice. He is a member of the First Baptist Church of Woodstock.

Todd is married to the lovely and talented Jennifer Wishon Gilbert. Jennifer is a broadcast journalist who is currently the White House Correspondent for CBN News. Jennifer covers the President and national politics in Washington, D.C. The Gilberts live on a small farm outside of Mount Jackson, Virginia.

We are a global law school community of distinguished alumni residing throughout the United States and in more than 75 countries. Our faculty is well-recognized for its outstanding teaching and scholarly leadership in such areas as dispute resolution (including litigation), international and comparative law, intellectual property, corporate, commercial and tax law. We offer a rich curriculum of over 165 upper class courses in subjects such as oil and gas, health and environmental law. Over one-half of our upper class courses have fewer than 25 students; three-fourths have fewer than 50 students. The first year class is divided into three sections (two full-time and one part-time evening) of approximately 90 students each, with small legal writing sections of approximately 25 students each. We emphasize the vital skill of legal writing through our six-hour legal research, writing and advocacy course and an elective three-hour edited writing seminar. The law quadrangle provides an idyllic setting for learning. The Underwood Law Library houses the largest private law collection in the Southwest. The Godwin Gruber Lawyers Inn offers students an elegant backdrop for study breaks and meals. A secure wireless network is available in all law school buildings. Most importantly, our small size fosters a scholarly community that features interaction with faculty, attention to your personal needs, and lifelong friendships. We have an active student government, five respected law journals, six specialized legal clinics and two related projects, numerous moot court and mock trial competitions, and one of the finest Career Services Offices in the country. In addition, students participate in the thriving intellectual life of the school. We have been chosen as the national headquarters for the Appellate Judges Educational Institute. In 2006 the Institute brought over 225 appellate judges and attorneys from across the country to SMU, including Justice Sandra Day O'Connor, the Chief Justices of Texas and Indiana, and the Chief Judge of the Sixth Circuit. Recently, the 35 students in our SMU Oxford program assisted with our Supreme Court Summit in which Justices O’Connor, Ginsburg, and Breyer participated, as did Justices from Europe's highest court, the European Court of Justice. In spring 2007, we were honored to host a group of distinguished Justices from the ECJ on campus. A thriving community of scholars call Dedman Law home. Our distinguished faculty, coupled with our intelligent and inquisitive student body personify Robert Dedman's words, "Leadership starts with learning."

The University of Virginia (often abbreviated as UVA, UVa, or Virginia) is a public research university in Charlottesville, Virginia, United States. It was conceived and designed by U.S. President Thomas Jefferson, and established in 1819. UVA's initial Board of Visitors included former Presidents of the United States Thomas Jefferson, James Madison, and James Monroe. Monroe owned the initial site of the University, which was mostly farmland. His law office and farmhouse are now the site of Brown College at Monroe Hill, a residential college at UVA. UVA is one of the eight original Public Ivy universities, and it is the only university campus in the United States that is designated a World Heritage Site by UNESCO. In the 2013 edition of U.S. News and World Report's National University Rankings, the school was listed as America's 2nd best public university; tied with UCLA and surpassed only by UC Berkeley.

The Virginia House of Delegates is one of two parts in the Virginia General Assembly, the other being the Senate of Virginia. It has 100 members elected for terms of two years; unlike most states, these elections take place during odd-numbered years. The House is presided over by the Speaker of the House, who is elected from among the House membership by the Delegates. The Speaker is usually a member of the majority party and, as Speaker, becomes the most powerful member of the House. The House shares legislative power with the Senate of Virginia, the upper house of the Virginia General Assembly. The House of Delegates is the modern-day successor to the Virginia House of Burgesses, which first met at Jamestown in 1619. The House is divided into Democratic and Republican caucuses. In addition to the Speaker, there is a majority leader, majority caucus chair, minority leader, minority caucus chair, and the chairs of the several committees of the House.
