A measure that would enable the creation of community solar facilities across New Mexico passed a key state legislative committee. The House Energy, Environment and Natural Resources Committee on Jan. 24 approved House Bill 210, sponsored by Democratic Rep. Patricia Roybal Caballero, whose party controls both the Legislature and the governor's office.
