The wheels of justice can turn excruciating slowly — if at all — when the targets of an investigation are law-enforcement officials and the agencies where they work. That’s the sad takeaway from Orange County’s notorious “snitch” scandal, which has dragged on for more than five years with modest actions finally taken in recent weeks.
