POPE FRANCIS has appointed a British archbishop as the Vatican's foreign minister in a reshuffle that demoted the Pontiff's most prominent conservative critic. Archbishop Paul Gallagher, a 60-yearold Liverpudlian, is the first Briton to serve as secretary for relations with states, the third highest position in the Vatican. Only the Pope and the Vatican secretary of state are more senior.
