Where have all the Medicaid members gone?

Between March and Nov. 21, 2016, Medicaid enrollment dropped 13 percent - to 1,036,400 from 1,182,258.

The Oregon Health Authority is still figuring out what lies behind the decline, but it might have to do with the transition to a new enrollment system.
