NFL to adopt proposal for player ejections, suspensions on illegal hits without a vote

PHOENIX - The recommendation by the NFL's competition committee to eject or suspend players for certain illegal hits will be enacted without a vote of the owners, according to people familiar with the process.

Other rule-change proposals before the owners at the annual league meeting are to come to a vote Tuesday. That includes a measure, proposed by the Philadelphia Eagles and endorsed by the competition committee and the NFL Players Association, to ban defensive players from leaping over
