Millions go to firms that helped craft refund system

Nassau County Executive Edward Mangano made no secret of the fact that two members of the panel he set up in 2010 to propose changes to the county's property tax system owned businesses that stood to benefit mightily if the recommendations tilted in their favor.

They were owners of two of the county's most politically connected residential tax-appeal firms and since 2009 they and five other firms specializing in representing homeowners have poured at least $1.8 million largely into Mangano
