Airport revenue eclipses traveler convenience

Is income the be-all and end-all? I am astonished that no concern is apparent for the inconvenience suffered by all users of the airport in closing the economy lot, but especially the picture first presented to visitors. The entire periphery of the spaghetti-bowl is paved. Is there really a safety issue with permitting in-car waiting around this periphery? It was paid for by the citizens and presents a ready-made very short-term parking area for both arriving and departing guests.
